The Government of the Gambia (GoTG), through the Ministry of Finance and Economic Affairs (MoFEA), hereby launches a competitive bidding process to procure a private partner to design, build, and transfer an Electronic Invoicing System for VAT & Other Taxes. Prospective bidders are therein invited to submit their proposals as detailed in the scope of the Request for Proposal (RFP) Bidding Document.
The project aims to tackle significant challenges faced by the Gambia Revenue Authority (GRA) in effectively collecting Value Added Tax (VAT) and other taxes due to the under-declaration of sales by VAT registrants. This issue stems largely from the lack of real-time access to sales data of registered companies, which hampers accurate tax assessments and creates opportunities for tax evasion.

It is against this background that the MoFEA aims to contract a private partner who has the expertise, innovations, experience, and ability to develop a customized electronic invoicing system that meets the
specific needs of the GRA and aligns with the strategic objectives of the MoFEA.
In this regard, interested firms are invited to bid for the Implementation of an ELECTRONIC INVOICING SYSTEM for VAT & OTHER TAXES for the tender reference (MoFEA/PPP/2024/RFP/09/12).

The implementation of this project is to be operated under a PublicPrivate Partnership (“PPP”), Design, Build, and Transfer Model with MoFEA as the Contracting Authority.
Submissions of Proposals must be received in sealed envelopes by the Directorate of Public Private Partnership under the Ministry of Finance and Economic Affairs located at Ashobi Store 2nd Floor,Banjul.

The submission Deadline is 30th December 2024 @ 12:00 NOON BANJUL TIME and is clearly marked “Implementation of an ELECTRONIC INVOICING SYSTEM for VAT & OTHER TAXES”.
A complete set of the bidding documents can be purchased by interested bidders upon payment
of a non-refundable fee of USD 10,000.00 (Ten thousand Dollars).
